1. First you need to prepare a brush. Create a new file (File>New)with dimension 6x2 pixels. Fill it with black color, so you get small black rectangle.
2.From Top menu, choose Edit>Define Brush Preset. Name your custom brush and click OK..
3. Select Brush tool (shortcut=B). Then open Brush panel (F5). Highlight Brush Tip Shape and select previously made brush. The key to create dashed line is in Spacing option. Increase Spacing value until you get dashed line in preview.
4. Now, highlight Shape Dynamics. Under Angle Jitter, use Control=Direction. This option will make dashed line looks better.
5. Actually you can now draw dashed line using Brush. But, in case you need to create dashed line around selection area, follow further tutorial. Create any selection you want. Move cursor on top of selection (blinking lines). Right click and choose Make Work Path. In opened dialog box, just click OK.
6. Now open Paths panel (Window>Paths). Highlight Work Path you've created before. Right click and choose Stroke Path. Or you can use button at the bottom of Paths panel. When finished, you can delete the work path.

I was looking for a way to create dashed line in Photohop a while ago. Now, I've found it and about to share with you. As you know, Photoshop doesn't have any direct tool to create dashed line like in Adobe Illustrator. Fortunately, with a little bit of creativity you can create dashed line in Photoshop easily. Here's the tutorial for you.
